Type: Temporary role until July 2027
Hours: 37.5 per week 9am-5pm (Monday to Friday).
Salary: £15.33 Per Hour
About:
Lucas Love Healthcare are working alongside their client to recruit a Band 5 Programme Support Officer to work within the Community Care Directorate.
The Programme Support Officer will provide a high level of administrative/business support to the EWTS Regional coordinator. This will involve working closely with the EWTS, the Programme Director and Social Care Leads to assist in the development and roll out of administrative and business support processes which facilitates the planning and performance function within Community Care.
The post holder will provide support working across the SPPG and other stakeholders to support the implementation of the EWTS programme.
Main Duties:
– In collaboration with the EWTS Regional Coordinator, undertake agreed work allocation in line with the Programme plans and aims as directed.
– Provide support to the work programmes by undertaking research and sourcing information on best practice.
– Draft Project Presentations using Microsoft PowerPoint, and other communication materials.
– Work with the EWTS teams in HSCTs to ensure all implementation activities are carried out in accordance with the agreed Plan.
– Assist the EWTS Regional Coordinator in the preparation and delivery of the programme deliverables ensuring all outputs are delivered within pre-defined costs and timescales.
– Provide the EWTS Regional Coordinator with a range of standardised project management reports in a timely and consistent manner, for example, progress toward implementation milestones, state of readiness and risks/issues that need to be addressed.
– To provide administrative support as required including administration of meetings, preparation of documents, office management duties, communication, organisation and minutes as required.
– Update Programme plans and participate in the implementation and coordination of plans as required and work proactively to avoid duplication of activity and resource.
– Provide support as required to work stream teams within the Programme and work stream managers ensuring that progress is enabled in line with the agreed programme/work stream plans.
– Maintain up to date distribution lists, files and communication directories.
– Build and maintain positive and effective working relationships with a range of stakeholders to ensure that all required work is completed within the agreed timescale and resource allocation.
– Attend regular meetings as required by the EWTS Team ensuring that all agenda items and associated papers are prepared and submitted in time.
– Establish and maintain positive and effective working relationships with all those involved in the implementation of the EWTS programme work plan including Programme Manager, Social Care Programme of Care and Finance leads, HSC Trusts, and regional work streams.
– Contribute to the implementation of a comprehensive and effective communication plan within the organisations to ensure that all stakeholders at all levels are familiar with the aims and objectives of the EWTS Programme and engaged with the implementation arrangements. This will include drafting briefing papers, website material, organising/ facilitating meetings/training and presenting to groups of stakeholders, as appropriate.
-Communicate regularly with a range of stakeholders at all levels to gather relevant information as required by the Regional Coordinator and Programme Manager, as required. The post holder is expected to use their own judgement to ensure that sensitive information is communicated appropriately, maintaining an appropriate level of confidentiality in their dealings with all stakeholders and organisations.
– Support the Regional Coordinator to ensure that all Programme plans are maintained, updated and communicated to/shared with key stakeholders as required. This will include maintaining a system of regular reporting of performance against elements of the Project Plan ensuring that this information is presented in a timely and accurate manner to all stakeholders.
– The post holder is expected to identify potential Project issues arising in their work with stakeholders and communicate these in a timely manner to the line manager, making recommendations for action as appropriate.
– Respond to all information requests in a timely fashion and ensure that all returns comply with agreed standards, both in terms of content and format. In responding to these requests, the post holder is expected to proactively engage with a number of stakeholders and organisations to collate the required information within an agreed timeframe, organising this into a clear and logical format which references the data source.
-It will also be necessary to undertake analysis of the data gathered, present the data and make recommendations to the line manager for consideration where appropriate.
– Establish and maintain electronic and hard copy information management systems, ensuring that information is kept securely and confidentiality is maintained as appropriate.
– Ensure that all material developed for use and attributed to the EWTS programme is suitably quality assured, referring any issues for resolution to the Regional Coordinator.
– Work within the agreed approach to quality for the EWTS workplan.
– Develop and deliver training and internal communication events, as required and as appropriate to the role, such as delivery of training in Project Management protocols in use by EWTS.
– Participate personally in the organisation’s Performance Review Scheme.
– Take such action as may be necessary in disciplinary matters in accordance with procedures laid down and approved by the DoH.
– Promote equality of opportunity through his/her own actions and ensure that policy is adhered to by staff for which he/she has responsibility.
– Ensure Health and Safety Regulations are adhered to and staff reporting to him/her is fully conversant with the Regulations.
– Other duties of a similar nature and appropriate to the grade may be assigned from time to time by the line manager or responsible Director.
– Travel regularly between HSCB and other sites with limited time between meetings.
– Review individually, at least annually, the performance of personnel reporting to them, provide guidance on personal development requirements and advise and Initiate, where appropriate, further training.
– Ensure that the review of performance identified above is carried out for all levels of staff for whom he/she has management authority.
– Review the organisation plan and the establishment level of the service for which he/she is responsible, to ensure that each is consistent with achieving objectives and recommend change where appropriate.
– Delegate appropriate responsibility and authority to the level of staff within his/her control, consistent with effective decision making, while retain overall responsibility and accountability for results.
– Participate, as required, in the selection and appointment of staff reporting to him/her in accordance with procedures laid down and approved by the DoH.
– To deputise for senior staff when require.

Essential Criteria:
-Applicants must possess a university degree or equivalent professional qualification AND At least 12 months experience, within a service improvement, communications or project management role within a health or social care environment.
OR
-Have a minimum of 4 years’ experience, which should include recent experience within a service improvement, communications or project management role within a health or social care environment.
-Excellent working knowledge and competency in use of information technology within an office environment, including MS Word and MS Excel.
-Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. These criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by The Organisation which will permit them to carry out the duties of the post.
-Excellent communication skills, both orally and in writing and the ability to develop and maintain good interpersonal relationships and networks with staff at all levels.
-Excellent organisational skills and experience of working to tight deadlines.
-Ability to collate and analyse data and produce reports, including recommendations for action.
Desirable criteria
-Experience in the last two years of providing project management support in the commissioning of health and social care services
